Pleasant Grove provides both culinary (drinking) water and pressurized secondary irrigation water. Culinary water includes a base monthly fee (about $26.83 in 2025) covering the first 5,000 gallons, with steep tiered rates above that—rising as high as about $8.14 per 1,000 gallons at very high use. Secondary irrigation water is charged as a flat monthly fee based on lot size, making it far cheaper for outdoor watering than culinary water. Most residential properties have access to secondary water.
Pleasant Grove’s secondary irrigation system is seasonal. The city typically shuts it off in early October and drains the system for winter. In spring, refilling usually begins in mid-April, but residents are advised to wait until around May 1 before using sprinklers to allow air to clear from the lines. These dates line up with local freeze patterns, with first freezes in mid-October and last freezes in early May.
Pleasant Grove has strict, enforced watering rules. The city uses an odd/even address schedule: odd-numbered homes may water Monday, Wednesday, and Friday; even-numbered homes Tuesday, Thursday, and Sunday. No residential watering is allowed on Saturdays. In addition, all outdoor watering is prohibited between 10:00 a.m. and 6:00 p.m. These rules apply citywide to outdoor irrigation and are actively promoted through the city’s “Be Water Wise” program.
Pleasant Grove does not currently offer city-specific rebates for irrigation or landscaping. Residents instead rely on statewide programs such as Utah Water Savers (Slow the Flow). These programs can provide rebates for smart irrigation controllers, turf removal (often around $3 per square foot), high-efficiency toilets, and other water-saving upgrades. Eligibility and funding are managed at the state level.
Pleasant Grove follows Utah plumbing and cross-connection laws for backflow prevention. Any irrigation system or plumbing connection that could contaminate the drinking water supply must have an approved backflow prevention assembly. The required device type depends on hazard level—lower-risk systems may use double-check valves, while higher-risk setups require RPZ assemblies. All required backflow devices must be tested annually by a certified tester, and water service can be discontinued if protection is missing or not maintained. However, secondary water is more common in irrigation systems in PG, so you usually don’t have to worry about backflow prevention.
