Orem does not have secondary or pressurized irrigation water. All sprinkler systems use treated culinary (drinking) water. Water is billed using tiered rates, meaning the cost per 1,000 gallons increases as usage goes up. Lower tiers are about $0.84 per 1,000 gallons, while higher-use tiers reach about $1.47. Because irrigation uses metered drinking water, efficient sprinkler design is especially important.
Orem sprinkler systems are not shut off by the city, but freezing temperatures control the season. Fall freezes usually arrive by mid-October, so systems should be winterized and shut down by then. Spring freezes typically end in late April. Most homeowners safely turn sprinklers back on in late April or early May once nighttime temperatures stay above freezing to avoid pipe damage.
Orem does not require assigned watering days under normal conditions. However, the city strongly recommends avoiding watering between 10:00 a.m. and 6:00 p.m. to reduce evaporation. There are currently no odd or even day rules, but the city may enforce schedules during extreme droughts. Residents are encouraged to water deeply every few days instead of daily to reduce waste and runoff.
Orem residents qualify for regional Utah Water Savers rebates, though the city does not offer its own separate programs. Incentives include turf removal rebates of about $1.50 per square foot, $100 rebates for smart irrigation controllers, $0.50 per square foot for converting spray zones to drip irrigation, and tree rebates of $50–$100 per tree. Commercial properties and HOAs may qualify for larger incentives.
Because Orem uses culinary water for all sprinkler systems, backflow prevention is required. Every irrigation system must have an approved backflow device, most commonly a pressure vacuum breaker (PVB). These protect drinking water from contamination caused by reverse flow. Pressurized irrigation systems do not exist in Orem, so backflow protection is mandatory for all residential and commercial sprinkler systems connected to city water.
